Question Concerning Bhopping

Greetings, I was banned from a server and this is one of the consensus/reasons for my ban:
"Bunny Hopping is not a intended function of the game...
Therefore it is an exploit on our Server.
In addition...I support the Admins 100%."
I understand that a server admin can ban anyone he desires for any reason he wants, but please comment on the "bunny hopping is not a intended function of the game." It is absolutely false, right? I don't want to be exploiting on every NS server I play on.

Probably by slowing down marines when they land after they jump.
He has always ran 30:1 ratio or better - which sometimes isn't that unusual in NS - but he NEVER has a bad round. I started noticing when he attacked as skulk he would leap fast at the target - even without celerity and leap skills - faster than is possible, but not so fast as to be obvious.
I watched him several times and never really saw anything definitive that couldn't also be lag or network issues, etc.
Then, I was just watching as he was chewing on a res node. His skills were Regen and Focus (no movement or scent). He suddenly stopped chewing and jumped behind a wall, waited for a marine to come out and swiftly attacked as if he had celerity and took him out.
Because of his chewing I know he didn't hear the marine. He also stopped a good 5 seconds before the marine rouneded the corner. And he didn't have scent of fear.
I've also noticed that his lmg 0 would take out a skulk in 1/3 the time of any other lmg even if the skulk was still.
My decision was a wallhack, plus possibly a speedhack tied to his attack button. His jumping dodge also showed he had a bunny hop script - extremely hard to hit when he ran.

Who cares if he was chewing? When I chew I can hear marines running, talking, shooting. It might be due to the loud sound in my headphones but dude, thats one seriously the worst freaking ban excuse I've ever seen, thats when you know you are jealous of someone elses skills or paranoia.
I went on their website and I found this in the rules:
"Article 3.4: Any player who has better k:d ratio than the admins, shows skill, understanding for the game, and is a solid player shall be banned. This issue is not up for question"
Guess you should read all the rules first, you deserved the ban.

Though good score can be reason enough to suspect someone, it is not enough to accuse them.

An LMG kills a Skulk in 9 bullets. Were the others' LMGs killing in close to that?

Bunnyhop script? There is no such thing as a script that bunnyhops for you that is actually useful.
Well actually a useful script that bunnyhops for you might be possible with the use of _special, now that that form of scripting has been reimplemented, but I still fail to see how you could be so sure he was using one.
It is incredibly easy to hear both marines and aliens moving if you have even a crappy pair of headphones. While attacking adds more noise, it by no means filters out others.
Mirrodin: Xeero, and players alike him can serve more then 4 skulks with a shotgun. That shouldn't even be considered difficult in a average pub.
But whatever.
