Amx Random/portal Block Plugin?

Hey all.
We run a AMX modded server and are after a plugin that will basically block players from using the jointeamone and jointeamtwo command, and block out the alien/rine portals, and randomly assign joining players.
Is this possible and has anyone already done it?
