But let's put that aside. Welcome to the forums! As for where to find responsible admins, all I can recommend is that you keep reading around here or playing the game. Contacting people who seem like courteous players is easier than ever now with Steam's friends feature.

Thing is, if everyone would advertise about their servers, the forums would get LOADED with spam. "join my server!" every other topic. An IP in your sig is fine, but posting a new topic just to advertise the server is just as bad as spam, in my opinion. And not everyone is advertising servers either, perhaps people want to advertise their new site or something like that. So it doesn't really mean the more advertisements the more players. Also, I'm guessing only NS players are checking these forums (or retired ns players) so you wouldn't get any *new* players.
And please, use some better grammar/spelling. I had re-read your post twice before I actually understood what you were saying,

So we should all just shut up and not try to help someone out huh? No, I'm not a mod, but should that stop me from giving someone friendly advice? The mods have their work cut out for them enough without chasing down every single last thing that comes up.
If I thought that the guy was really out of order, like saying he was going to kill all black people, then I'd report the post. Otherwise, in the case of a simple emotional outburst like this, I think that as members of a mature and respectful online community we can take it upon ourselves to give some helpful advice without getting the mods involved.

Sorry about the flames, but there are a few unwritten rules here that people tend to get uptight about, including proper spelling and grammer, (IE typing the word you, rather than 'u', its just a matter of readability, you have all the time in the world to construct your post, so don't talk like your on a chatline) and a strict policy of no flaming under any circumstance (IE, not calling people jackasses, and not telling the **** that they can **** themselfs).
We pride ourselfs on being a whole lot more civil than your average online comunity, unfortuneately many take this too far and end up acting quite eliteist, expecially to new members <!--emo&:(--><img src='http://www.unknownworlds.com/forums/html//emoticons/sad.gif' border='0' style='vertical-align:middle' alt='sad.gif' /><!--endemo-->
