Image > Mode > Indexed Colours (say ok to anything it asks you)
Then select "Local (selective)" on the Palette type. Make sure the value of colours is 256 or less, if not set it to 256. The Forced attribute should be set to "Primaries".
Then click ok.
Then go from the menu once more:
File > Save as
Save it in bitmap format, when the next prompt comes up make sure the "Windows" button is checked and that the "8 Bit" button is checked. Click ok and you now have your picture in a format that can be used in a skin.

i have it in 256 color bmp and there is no color differences, but if u try to convert this jpg to a 256 color bmp in paint it wigs out. email me if you want my 256 color bmp
