Ah, ontopic now, even though we're in Off-topic. Meh.
It's a dirty tactic, agreed, but it's still an effective one. Everytime they kill a civilian(or better yet, a soldier), the support for the war goes down in Coalition countries. And it's not like they WANT to kill civilians. They just catch who ever they can, and usually civilians are the easiest targets.
And, like stated before, after invading Iraq without UNs support, killing quite a few civilians in the process and now torturing prisoners, US and UK don't seem too friendly to your common Iraqi people.
