    I thought it was there so that you cna fiddle with the balances yourself when you start your own server.

    Server admins had the ability to change gameplay balance in 1.0, I believe. This lead to some servers being completely unfair for one side ("Big Game Hunter in space" was one comment I heard), so in one of the early patches all the balance variables were moved from cvars into code constants. The balance.txt is autogenerated from the code.
