People often complain that the economy is poor because jobs are getting farmed out over seas. In fact, studies shows that this is not quite true; for every $1.00 worth of jobs exported, we are creating $1.20 more. The problem is that they are not in the lucrative tech field, which has become flooded to the point that it'd be hard to find a good job in the field without considering foreign competition. What this country needs to revitalize its middle-class is a move towards comprehensive retraining, so that people will be able to branch out into other industries. With the some of the honey removed from the tech industry pot, perhaps there will finally be enough incentive to facilitate this.
That said, if this is at all the motive behind this announcement, it's a ****-poor way of handling the problem.
In how far do the study you cite and the claim that a net surplus of jobs is being outsourced into cheap labor countries contradict each other?
Note that your statistic does not make any statement regarding the net amount of employment possibilities at any given time, it only hints at the revenue generated by a job on average. Seeing that outsourcing is usually targeting the low-income part of an industry - in the example of a car manufacturer, they'll build the cars in Taiwan, but still design them in the US - this is not surprising.
In terms of the statistic you present, this could mean that four people get their employment out of the one dollar-side of the deal, while the 1.20 go to only two people. Seeing that these remaining high-income jobs are thus occupied by a minority that's not capable of maintaing a domestic economy on its own, this still spells economic disaster for the country the jobs are being outsourced from.
