What's the prerequisite for the phase gate

Seriosly though I would prefer to know in this paticular instance.

Edit: Maybe I should of checked all threads to do with phase gates first. According to Humbaba my memory is correct. (My memory: Told ya. Where's my ten bucks?) If someone can just kinda confirm this since his wording was a bit loose that'd be nice.
