Weird, Whacked-out Lag Problems.

I've had a serious problem ever since I started trying to play today.
In the server list, my ping is normal. I've got my filter set to <100 response time, so I shouldn't have any problems. I got bored of waiting to get on bT earlier today, so I tried a couple other servers. On every one, I had the most horrible lag, which was inconsistent to boot. I was getting response times that varied wildly, from around 200 to in excess of 1000. I assumed this was just because I had picked some crappy servers.
Not so. I finally got a space on bean-net, but the same thing happened. My ping was listed the same as it always was, hovering around 30. But as soon as I actually connected to the server and started playing, my ping went crazy, even worse than before.
What the hell is going on?

If it was a problem with my actual service, wouldn't I see a change in the response time on the server list?

Step 1: Open Steam to the main menu
2: Click settings
3: Go to the 'Internet' tab
4: Select the appropriate speed of your connection
Presto, problem solved. (At least for me.)
