No.
Why not?
Generally a "black list" thread gets closed, for several reasons. There will inevitably be tonnes of mud slinging. "Black lists" are bad in a way that their quality can not be ensured, neither can their integrity. Admin decisions are always subjective, personal and depend on the situation at the time. Every "normal" player deserves a second chance and actual "hackers" or other scum (racists or spammers for example) will be spotted. You spotted them, so will others.
So it's a no-no to posts ban lists here. I just did a small search to confirm my beliefs and nearly every thread that contained a "ban list" or accused someone and included their WON- or STEAM ID, has been locked tightly by one of the mods.
It'll do more harm than it does good, both in-game and on these boards.
