Why not? If you have Primal Screem and focus, you don't bite faster. Is this because it would be too powerful? I can see it being too powerful in Combat, but regual NS, I don't think it would be a problem.
Um, it is affected. If I'm not mistaken you gore pretty close to default speed, with Focus damage. Of course Focus still slows it down, what were you expecting?
Well, I tried it with lerk. Primal Screemed myself with focus. I had the same rate of bite with the primal screem and without. Maybe it works for other species, but not the lerk.

So you have...
Primal, normal bite = 0.5 Normal bite = 1 Primal, focus bite = 1.5 Focus bite = 3
Which means that a primal'd focus bite is still slower then a normal bite. Uh ya, hope that all makes sense. But the bottom line is that primal does work just fine.
