Short answer, yes with a but. Long answer no with a maybe.
I can see the good it does, helping people with (To be honest, burned out monitors that should have been trashed years ago, get a job and buy a new one ya damned freaks) crap monitors and all.
But for every one person who uses it to actually play the game, there's two billion trillion quadrillion others who use it to make everything SUPER ULTRA OMG MY EYES CHRIST OW bright.. either to spot a cloaking alien, or whatever.
Either way, I keep hearing so much complaining about how the new maps are "so F@$)(ING DARK", yet I have played them since day one and not lost my way due to brightness problems.
Of course, it helps that I have a monitor that was made in the past five years, and not in Guatemala, but you know.. whatever.
There's a much simplier way to do it than powerstrip, but I find it stupid, and cheating.
I used it to an extend, by reducing the darkness, since I broke my monitor as I slipped on the ice carrying it to the car for a LAN, making me unable to tune up the screen's gamma and brightness to the max.
to put it simple: In bast, the Atmospheric room was COMPLETELY black, save the white spot under the dripping fan. I mean completely. With a new screen, the room was actually quite bright (without modifying the game's visibility).
It's cheating to use it to your advantage, and I know that ALOT of people do it. For one, it detects cloaked players. You can easier see their shade move, and doesn't require you to glow like a Christian burned on the stake in the ancients (read: use your flashlight).
Whenever I alt-tab out of games, I return and it is too dark to see 2 ft in front of me. I use the hotkeys to return it to default gamma.

The problem here is that no one can decide the gamma level which NS should be set at, some people think there should be darker areas, but not pitch black shadows, others think that game is more about atmosphere, others care more about playing. In reality theres very little which can be done about this, so if everyone else is playing with ps or gamma 500 settings then if you don't you may give urself a disadvantage (dispite this logic I dont play with high gamma). However I never hide in the shadows any more unless im cloaked, cause it doesnt make much difference.

Okay, here it is: PowerStrip isn't a hack, it's a tweaking utility. Some people need it in order to play a game normally. I used to use it, I had a 700 Mhz Intel chipset computer, 4MB graphics integrated (that had no OpenGL support), and a monitor older than me. I tweaked it so that I could actually see, but not enough to make out dark corners. Frankly, seeing dark corners probably wouldn't matter if you need a program like this, because you're probably getting 2 frames/sec anyway. Now I have a 2.8 Ghz. rig with a Radeon 9800 XT and a brand new monitor. I need no apps, use no tweaks, life is good. But some people need it, and it's not a hack. It can be used to gain an unfair advantage, but that's not the programs fault, it was created with good intentions. Even though it's been stated about twenty five thousand times over in this thread...
POWERSTRIP CAN'T BE BLAMED FOR PEOPLE THAT USE IT BEYOND IT'S PURPOSE. THAT'S LIKE SPEEDING AND SAYING IT'S THE CAR'S FAULT IT FOR BEEING ABLE TO GO THAT FAST.
