Fps/ping Issues: Not Normal Problems, Plz Read

<div class="IPBDescription">Dunno whats causing this..</div> Ok, I dunno what the problem is, but I noticed that if I spin my view in a tight circle or move my view fast, my ping will skyrocket until I stop moving my mouse fast.
Now, more than likely its my connection, in that case, I just need to understand why even looking at a wall would cause it to start spiking like it does.
Connection: 28.8
rate: 2500
cl_cmdrate: 25
fps_max and modem are locked to 25
cl_updaterate is 15.11
Now, if you think its the connection, this doesnt happen on won servers, just steam. I usually get 30-50 fps.

320mb ram
win2k -used the tweak guide at readyroom as well
I use ad aware and spybot, and I run norton every week.
I dont even use outlook
Got the best drivers availiable for a tnt2
latest modem and motherboard/sound card drivers as well
any suggestions? This is indeed a pickle, could be a simple solution though.
