    The "overflow problem" was really only the gorge problem - the fact that he got a bigger share of the res. With that taken out, I don't see why it would be bad if the cap was lowered - otherwise, we'll probably not see overflow happen.

    call me a noob but i started NS since 2.0...what exactly is overflow?

    Overflow is if someone has full res(100) , it goes into the overflow pool so other aliens can use the res instead of it just vanishing like in 2.0.
