Walking, With Shift Key! Not Working.

I noticed that sometimes when I press the SHIFT+Forward key sometimes I would go at a good normal walking pace--this was good for about a few weeks, and other times I'd go by very extremely slow--so slow it's not even worth it. It's not a walking pace, but a crawling slow slow slow pace.

Is this a bug? Is there a fix?
