Server Performance? Which Best?

I'm a server admin, I've got some questions about Ns Server, if someone can just give me a hint that would be very useful thank! <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->
Here are my questions:
1) Which OS is best in performances (not stability) Win2000 or Linux?
2) I run NS 2.01 on a 4.1.1.1 hlds, with WinHLBoost and runs well on a Intel PIII 800mhz (256mB pc100) , with 3% of cpu usage when empty. The same server runs at 30% CPU in the same conditions if i run it on an AMD 2200+ with 512MB DDR333 (winxp) , is there any explication of this phenomena? These system are well configured, and i expected these performances swapped between the 2 systems
3) Is there a console only linux distribution console only that fits well to run a dedicated server like ns? (Don't want any GUI <!--emo&;)--><img src='http://www.unknownworlds.com/forums/html/emoticons/wink.gif' border='0' style='vertical-align:middle' alt='wink.gif'><!--endemo-->)
