Html: How To Switch Scrollbar

<div class="IPBDescription">Onto left side of page?</div> I need some HTML/css/javascript/whatever, that will take the scrollbar [by default on the right side of the page] and put it on the left side of the page... for design purposes. i cant redesign, and im pretty sure [im positive] that there is a way to do this... can anybody help?

    nvm, i found code... i think it should work lol

    edit: however, i DO need code that will: no scrollbars on iframe [ive just forgotten it], and... well i cant figure out how that code works haha for the left scrollbar =/ bugger

    also, how do i make page backgrounds... fixed? probably something like bgproperty=fixed =/

    and as a substitute for the left page scrollbar, what can i do about having two links... "down" and "up". when u hover over "down" [or click, but id prefer hover] the page scrolls down slowly... and the opposite for "up"

    ?
