Actually.. that popup just happened to me too... except Steam was working properly just a little while earlier

Probably... but it's a slightly strange error message nonetheless. Complex data structures are usually designed so that the number of nodes doesn't have to be stored anywhere.
It's more likely to be some kind of menu construct, I think.

"Blob" typically stands for Binary Large OBject, which is to say, just a big chunk of binary data.
Remember steam needs patience.
