In 1.04, charge was great. When the frame rate dependance was removed, the damage was set extremly low. In 2.01e, the damage got like a 60% boost in power. That's one of the reasons it's hard to kill with.
The other is that you have to actually push against (hold forward next to, and stick to) anything to damage it. If you aren't rubbing up against something, you aren't doing any damage.
Another way to use charge is to fire it, then stand on top of something. That pretty much ensures constant contact and damage.
