no he means the thing that blocks out your POST (power on self test), and its an option in BIOS i think its called LOGO on dell systems. But you can always e-mail the "friendly" tech support and say "dude im sick of your logo"

ohh hehehe I never knew anyone who cared about that one, I usually disable them. try a search for "changing dell logo during POST"
edit: I just did a quick search and nothing of relavance came up, some people on a forum were talking about a proprietary program availible from DELL that allows you to change it, but i cant vouch for the info, try to e-mail them and ask

You probably can't unless you flash the CMOS, which is highly dangerous to your system.

And I'd like to know if theres a way to do it on a non dell system, i.e. custom build.
