Firstly, does MT reveal aliens under the effect of sensory chamber cloaking? If it does, then once MT goes up shouldn't aliens with sensory as their first chamber experience a drastic decrease in combat efficency?
Secondly, does scanner sweep reveal aliens cloaked by a sensory chamber? Yet again, the commander can conveniently scanner sweep areas of vital importance and nullify an important alien combat capability.

No. Cloaked aliens do not show up on motion tracking.

Yes, scanner sweep reveals cloaked aliens and alien structures.
Not quite, because scanning costs energy. All observatories have a limited pool of energy which they recharge over time; for a commander o be able to scan every vital location on the map, on demand, he'd need a farm of like 10 observatories <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->
