Over the old voice codec
Well... not quite switching, as both are still avalable, but anyone who has steam look at the dedicated server changelog, as a new voice codec, speex is now an option for CS.
Speex is part of the Xiph media set, including OGG Vorbis (better than mp3 free music codec), Icecast (for streaming), flac (for lossless compressino of music), and theora (for video)
Xiph aims to create a whole multimedia set which is free to licence and use and is of very high quality and from what i've seen Speex will offer superior quality for less bandwidth (as low as 4kbps/sec) And it seems that the HL server settings allow for the quality to be set from 1-5:
1- 6 bytes/frame, 2400bps
2- 15 bytes/frame, 6000bps
3- 20 bytes/frame, 8000bps
4- 28 bytes/frame, 11200bps
5- 38 bytes/frame, 15200bps
I was wondering how long it would take HL to switch to this.

That looks mighty impressive. 56k VoIP apps might actually become decent.

i f it makes sound quality betetr then woppee
I'm intrigued as to whether any other Ogg stuff is making its way into Valve's products. Proper Vorbis support in HL2 would be lovely - we've got it crufted on to the original Half-Life in Nightwatch, but native support would always be appreciated...
and Speex is used in the codecs. Its very good quality but
weather it'll cause and lag or slow-down is a different matter.
Oh and, the current version of Half-Life is 1.1.1.0 so I doubt
1.6 is next I know you're refering to Counter-Strike but
I felt like being picky
