Cheap? WH40K costs $200 up for the rules, a couple sets and only a MODEST amount of minifigs ($8 for one figure, unpainted, and broken up into 6 parts...). Are they ALL like that?

This is, imo, where WH40K falls short as a game, and makes it more of a hobby, like model trains or stamp collecting.

Like checkers and go and monopoly and <a href='http://www.cheapass.com/products/index.html' target='_blank'>gobs of other games</a> that can all be had for under $20.
GW changed their approach with the latest version of 40k - its been reengineered to be extremely beginner friendly, with a lot of the rules being simplified to reflect Army play, not the squad based play of Rogue Trader.
As for "expensive knickknacks", you only need the core BOOK and some plastics. Everything else is entirely optional, so its kind of hard to feel sorry for people who complain about cost when they're under no pressure to actually have to buy it.

Good God they were terribly simplifed before. Nothing complex about them, just poorly written and archaic terrible mechanics.
It's only $8 for a figure if it's pewter and special. Plastic squads generally come in boxes of 12 for $30. That's $2.50 a figure. And I prefer them unassembled and unpainted, mind you. Mageknight figures have no uniqueness that a 40k guy can have. The possibilities you could do with the figure is limitless. Don't like a Cadian lasgun? Give him a lasgun from Tallarn! It even gets better with Orks who can take any army's stuff and use it, although put themselves at risk. I've seen Ork armies with looted pulse rifles, bolters, lasguns, Rhinos, and Devilfish <i>in the same army</i>.
Also a TON of my favorite stuff for my Orks were built from random junk I had laying around. For example I have a 4 legged 4 gunned ork Drednaught built from

This sounds like an awesome idea! We could even get NS miniatures done pretty easily with a 3D printer or one of those companies that carves 3d models...

40K is a good system if you need lots of minis and a quick game, outside that range it's weak.
IMO an NS tabletop game would best be based on the <a href='http://www.wizards.com/D20/article.asp?x=srd35' target='_blank'>D20 SRD</a> since it's free and open source, you could work in bits from the <a href='http://www.wizards.com/D20/article.asp?x=msrd' target='_blank'>D20 Modern SRD</a> for autofire rules and the like.
