I think the whole point comes from the fact that a lerk can hover if you keep tapping his jump button. This chap (Smart_Bomb) wanted an alien he could keep in mid-air with no effort whatsoever. Hence the "without flapping" routine.

Whether it's funny or not, or how long it's funny for, is beside the point. It's a symbol; a cult phenomenon. It's a running joke, and running jokes are funny just to see how long you can keep them going for. It's like the people who roll their eyes at All Your Base and say "come on, that's old news.
