Run IRC. There should be a picture of some guy's face, and a bunch of stuff about mIRC, like the website. Click anywhere on there, I like clicking on his face. Next you will be shown an overly-complicated screen. At the top it says IRC Network: All (it should). Keep it at that. Just below that, it says a channel, like Random US DALnet server (first one). Click on that, and go down to Gamesnet: Ranom west/east US server. Choose east or west, either one works (I use west).
Now, you choose a nickname, and I think that's all that's required. Hit "Connect to IRC Server". A bunch of confusing stuff shows up, in different colors. Ignore that. A window will pop up, named "mIRC Channels Folder". No one's really in those channels, they're all in their own. If you want to be a regular IRC'er at a certain channel, click the "Add" button.
Let's use the Natural Selection channel for an example.
At the top, type in #naturalselection (all channels are marked with a # sign, at least, as far as I know). There is no password <i>I</i> know of. Description is optional--It's just a reminder to tell you. Then, hit OK.
Find #naturalselection on the list, double click on it (or hit "Join"), and you're in the channel. Chat freely, though usually about only 1/3 are the people in there are actually alive. Less.
Have fun in that channel, but be careful... No swearing, repeating, spamming... You know.
Also, there's a bunch of commands, like !rules and stuff. But I don't even know most of them, so I'm not going to talk.

Well, the first step is to get a program to log onto IRC to begin with. The standard program is mIRC (extremely easy to find on Google), so if you do web searches for "how to ... on IRC" it'll most likely be referring to mIRC.
Incidentally, I use Trillian instead, so I can't help you much more than this.

No, about IRC. Lol, imagine it about his face--
Notice the way he doesn't look forward, but off screen. He also has repulsive eyes. Why isn't he smiling?!

I'd personally suggest XChat. Cleaner interface, and you don't have to admit that you're using mIRC, because you're not.

    <a href='http://www.xchat.org' target='_blank'>www.xchat.org</a>

Much stronger scripting interface, none of the scriptkiddie 'IRC thug' crash-scripts work against it, and the ability to use both Perl and compiled C modules as plugins. Also comes with GamesNET in the default server list, IIRC. If not, just open it up and type in '/server irc.gamesnet.net', then '/join #naturalselection' to pop in the channel. Change your nickname with '/nick blahblahblah', if you don't like the defaults and can't be arsed to go through the preferences. <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->
