Basically its your excess sources that you would be getting to max your cap, going to the gorge instead (which is a good thing if you want to speed things along)
well if its that then its your internet, its either not recieving packets fast enough or not sending them fast enough so it flushs them all out and trys again. if your running a broadband connection open your console and type : rate 9000, if your running a 56k connection type: rate 3000 this may or may not be your problem im not sure, i dont know too much about netcode settings, but that should help with your ping.

yea, i seen that type of overflowing thing, i don`t quite know what it is, my guess is something is getting fcuked along the connection eith something like getting too much junk data in/out or some type of packet loss.
i highly doubt a re-downloaded or re-install of NS would fix it due to all the files of NS are working right, so thus replaceing them wont do jack.
It's some sort of problem with the Giveres plugin. Whenever you try to give res to the gorge by pressing use on him you exit the game with the message " "yournamehere" Overflowed." It's the same with all servers with the plugin though it only happens to certain people (me included).

I wouldn't trust the Voogru severs to not have bugs with all the changes they've made, I never play on them personally.
That sounds like it could be a problem with your computer. Does it happen on any server you play on? how much RAM do you have?
