One thing I've noticed, my skills seem to dramatically increase on servers that use CD. The only thing I've ever done is change my weapon sights (exploit? Please advise) simply because you get used to certain sights.
Does this mean cheating is much more rampant than I thought?

Crosshairs modifications are okay with most admins. You cross that fine line when your new crosshairs add a clear advantage that you wouldn't have with the stock setup. An example from CS is adding crosshairs to the un-zoomed sniper rifles, so that you can more effectively "shoot off the hip." Color and shape changes are kosher with nearly every admin.
<!--QuoteBegin--></span><table border='0' align='center' width='95%' cellpadding='3' cellspacing='1'><tr><td><b>QUOTE</b> </td></tr><tr><td id='QUOTE'><!--QuoteEBegin-->keep in my CD doesn't stop h4x, it just makes them not work on you...<!--QuoteEnd--></td></tr></table><span class='postcolor'><!--QuoteEEnd--> That's not exactly right. Running the CD client prevents you from effectively using third-party cheats, and by authenticating with the CD server, other players can reasonably trust that you're playing "legit".
A "[No C-D]" player on a CD-optional server could very well be cheating, with full capabilities against even the CD-authenticated players.
