So I was thinking.. how much DOES it take to make a mod like this... or in this case, how much did it take to make this mod? All in all, I'd figure it wouldn't take as much as making a game from scratch but still it doesn't seem like it would ALL be free would it?

I´m not sure - just think about what happened to CS: Loads of new players, sure, but also a serious infestation with cheaters, and hives upon hives spawning new llamas...
Good for the dev team no doubt - but ultimately bad for the hard core CS players.
Jeez, now I don´t know WHAT to wish for...
