Server Problems

My server has now decided to run like crap. I have changed absolutely nothing on my server. But tonight it decides to run @ 44-66 fps, when it used to run at 100 97% of the time. I have gone so far as to uninstall HLSERVER, reinstall, install V1.00 and the fps is still running the same. Of course the pings sky rocket and thats the end of it. So..
Anyone got an idea

check out readyroom.org's server tuning guide. Check for a background process that has gone awire as well. This happens alot on winblows <!--emo&;)--><img src='http://www.unknownworlds.com/forums/html/emoticons/wink.gif' border='0' style='vertical-align:middle' alt='wink.gif'><!--endemo-->
Server runs Win2k Pro.
I have:
reinstalled the O/S from scratch
reinstalled HLDS
reinstalled NS
installed NO plugins
And it still ran the same.
I turned it on today and it ran fine for about 30 minutes, then like a switch the FPS dropped to nothing, and the lag began. Could someone be flooding the server possibly? Has anyone seen this problem before?
I've had my server freak out before where it suddenly started running the cpu at half speed after a power outage.
Very very annoying, the game would play fine up until like the 9th person, then BAM, lag city
Back to normal again.
I installed a new BIOS and bam, back at it again!
