Win32 Serv. Problem - Gfx.wad

Server starts with this problem:
(FATAL ERROR) Could not load gfx.wad
I have places gfx.wad in the main directory and in the ns directory but i get the same message, any suggestions?

My HL Directory C:\Sierra\Counter-Strike\ns - \valve I found the gfx.wad file in the valve directory but ns said it couldnt find it so i added it to the ns directory and to the main hl folder directory. and it says it could not find gfx.wad, upload the direct file to your website, then i can download it not in a zip, ok? or not. i just need that file.
