i started playing using my single player HL setting, a res of 1024x768 and was getting a FPS rate of about 45fps, they reduced my res down to 800x600, FSP=30-35
under advisement i think i set it to 640x480 and played in software mode...... SEVEN FRAMES PER SECOND!!!!!!! in the RR on a "LAN" bot game?!?!?!:angry:

A Program in backround using lots of Ram.
Another color dept (32 bit).
Full Screen Anti-Aliasing FSAA.
EAX sound, 3D Sound.
Some other GFX ingame variable changed.

Having your computer on for more than 6 hours.
Other Ram "speed rate" setting in bios.
Failing that, NEVER play in software mode, if you've got a card that can handle OpenGL.
640x480 with a 16-bit color mode is standard for 'low' spec systems.
Bots take up CPU time.. you'll have a higher framerate if you aren't running them... ie: in a 'net game.
Download PowerStrip, and compact your memory before you play.
CTRL+ALT+DEL. If you're on Win98, close everything but Explorer and Systray. Then compact your memory. Start only HL (or HL and your game browser.. preferably ASE)
Scandisk and defrag your HDD on a regular basis... once a month is a good interval, though it can be stretched to two months if you don't delete files that often.
Turn all of your graphical options to 'low', and use the speediest settings you can find.
What's your rig's spec, anyway? Easier to give more detailed advice, knowing the hardware at hand.
it rarely dropped below 80
but yesterday i installed a colour tune up program called 3deep and suddenly found my fps was jumping wildly between around 20 and 100
it was almost unplayable not so much because fps was low but it kept changing

one other thing i have noticed is that for geforce cards getting the very latest detonator drivers is not always a good thing
if you have named brand card eg.creative geforce, your probably better off sticking with teh card brand drivers until they get updated
