Enabling Mic Causes Fps Loss

Whenever I enable voice communication for all of the half life mods, my frame rate for NS drops to 4.
I enable voice comm by going to Control Panel > Multimedia > Advanced > And changing the audio playback hardware acceleration to none. Thats the only way to get my voice comm to work. I get around 30-50 fps with other mods like CS, SC, and FA. But NS drops to 4 <!--emo&:(--><img src='http://www.unknownworlds.com/forums/html/emoticons/sad.gif' border='0' style='vertical-align:middle' alt='sad.gif'><!--endemo--> . The only map that runs smoothly is ns_nancy and that runs at around 30 fps. <!--emo&???--><img src='http://www.unknownworlds.com/forums/html/emoticons/confused.gif' border='0' style='vertical-align:middle' alt='confused.gif'><!--endemo-->

Processor: Intel Pentium 2, 400 MHz
Sound: Creative Sound Blaster Audio PCI 64D
Video: 3D Prophet DDR-DVI Geforce256 32MB DDR RAM
Memory: 512MB SDRAM
OS: Windows 98
Graphics Mode: 640x480 Open GL
EAX is off
and i have all the latest drivers

That helped me get to 100fps from 60.
