What's Causing The Low F.p.s.?

I got a new computer. 1.8 ghz celeron, 64mb geforce3 ti200, 512 mb ram...
and I'm getting 50 avg FPS in HL when looking at a wall/low traffic area... and as soon as I see a bunch of people running around it drops to 15.
50 avg FPS is already only 1/2 of what I'd expect out of this card. And 15 fps... WTF?
The only thing I can think of is my monitor. I have an old NEC Multisync 5FGe monitor that NEC doesn't issue drivers for anymore; so I'm running on "plug and play monitor."
another thing is that the fan on my video card stopped a week ago. I don't know WHEN it stopped, but it did, and I took it out and oiled the fan (it worked again)... do you think something might have gotten fried?

CS had been running rather smooth one day, then the next it would get all choppy, and then sometimes just freeze up. Soon as I replaced the video card (even with the same one, the company had a warranty on it) it fixed itself. I'm mostly willing to bet its the card, especially given you seem to have already had issues with it.
also try running at different rezolutions, yah never know
I've got a GeForce3 Ti 200 as well, and running on my 1.4 GHz Athlon with 512 DDR RAM, I only pull about 60 FPS on average. Not that I'd really notice a difference on anything over 50.
