nvoglnt.dll is a Nvidia OpenGL file for NT based systems (NT, 2k and XP). If you dont have a Nvidia card, try getting some new drivers. If you do have a Nvidia card, get the latest drivers.
It would be a great help if you gave out some information on your system, such as your graphics card and where the nvoglnt.dll is located.
Also, I dont know about the CS retail, but isnt the HL version higher than 1.0.0.5? I dont know, I'm not at home so I cant check (damn school proxy server <!--emo&:p--><img src='http://www.unknownworlds.com/forums/html/emoticons/tounge.gif' border='0' valign='absmiddle' alt='tounge.gif'><!--endemo-->). My suggestion would be to track this file down and depending where it is, make the necessary changes.
If its in your Windows/System etc then its quite likely you need new drivers (or just have corrupt ones)
If its in your HL directory, then it might be another issue, we really cannot help further without more information.
