Nothing inside facility

So, I finally found the other facility in the lost river found it was incomplete I deleted the game and started over, and I went down to the facility to see if that fixed it. the outside of the facility is fine, but when I went inside it was blank, now detail except a few things which was incomplete is suppose to be like that? If I am suppose to concoct a cure for this disease. How come there is nothing there?
