Submit feedback tool can't input text. F1 menu (select + X) doesn't allow interaction. No F3 menu.

I tried using a USB keyboard as well as the on-screen keyboard to enter text, but nothing shows up. Can't navigate in the F1 menu (select + X) besides side to side with the LB and RB. Not aware of any way to get the F3 menu open.
Debug console (LB + RB + A) allows text input from both on-screen keyboard and USB keyboard.
