[Bug] Solar panels not transmitting power to base structures

Bases are not powered despite solar panels in proximity; power relays do not mitigate the problem.

1) Build any base structure
2) Build solar panels nearby (e.g. on foundation)
3) Enter base and observe power level, 0/0

Confused

I was unable to reproduce this issue in 21701. Is it fixed?
