Network issues - "Processing unreliable XX" ?

Hi all.
Sometimes when I attempted to list servers, the server browser returns a short list and hangs forever. I'm able to connect to the short list of servers I see, but once I'm in that server, moving around in the ready room is choked with rubber banding.
I followed instructions from a (now closed?) network issues thread stickied above, and ended up with a very large log.txt that has lots of spam very similar to:
The console is flooded with this type of message while network logging is enabled and I am connected to a server.
I am running Windows 7 behind a D-LINK DIR 850L. I could not find any kind of flooding setting on my router (again as suggested by the thread above).
Have we seen this behavior before and do we know how to fix it?

unreliable is UDP packets last I asked. reliable tcp.
