and now i dont think if i can or not.
can i build some structure with welders?

Nor can you build chambers faster with healing spray.

On the other hand you can destroy alien structures with a welder with ease. (hives, DCs, RTs etc.)

Injury

Welding alien structures is at least ten times more effective than shooting or knifing them.. The damage inflicted is pretty envious.
