What I ended up doing was delete my LUA folder and verifying my game cache. It downloaded the LUA contents again, and it then worked. Perhaps it'll work for you. Worth a try.

reinstall, definitely.
verify cache integrity may also work.

I had this same problem happen to me not long ago. Uninstall NS2 and delete the NS2 folder in C:\Program Files (x86)\Steam\steamapps\common. Re Download and install the game. Hopefully this will have you playing again.

Yup.. i suggest manual deletion of said files and then re verify through steam, like everyone is saying.. steam doesnt always download everything correctly it seems.

When I uninstalled+deleted folder in steamapps, I now get the following several times
The procedure entry point _RIB_alloc_provider_handle@4 could not be located in the dynamic link library mss32.dll.
The only google result involving this seems to relate to Half life and counter strike stuff so if someone could de-geek it for me o.O?! (Note I had done the uninstall and such because I was having the same issue as the OP)

Just tried another clean install, if there's any other info that might help solve this let me know. It played fine the last time it was free-trial on Steam and it is just such a fun game /sadpuppy

*Not sure which "fix" worked. Finally got cranky and did -another- reboot. Game is currently up and running with a working menu, now let's hope I can avoid the loading issues I see posts about.
Things I did:
Attempt 1: Delete Shaders from Roaming. No good.
Attempt 2: Uninstall, Delete Roaming, Manual delete the files in steamapps. No good. Tried this several times rebooting between try 2.2 and 2.3. No good.
Attempt 3: After another reinstall did >
The steps here. and then rebooted. So not sure if it was the full blown steps taken in the link+reboot that worked (game didn't run til reboot) but I would assume so since it was a fresh install. Hope this helps others as a bread crumb trail to help is what helped me!
