    d:\TheMouce\NS2Rock\steamcmd\SteamCmd.exe +login <USERNAME> <PASSWORD> +force_install_dir c:\ns2server +app_update 4940 validate

try that.... see what steam command does
you need to replace <USERNAME> <PASSWORD> with your username and password

For everyone having issues with build 237 I have found the issue and the solution.

When doing the app_update 4940 you will have issues. It looks like 4940 is for a SteamCMD app-update for users who are running servers with Steam credentials that do not own NS2. What you have to do to work around this is use the login credentials of a NS2-enabled account and do an app_update 4920. This will update to the correct build and will fix your issues.

    Thanks!

Your issue is that SteamCmd cannot connect to the Steam servers. Ensure your security settings in Internet Options in control panel is set to Medium.

Also ensure that your proxy settings are set to automatically configured.

    If that don't work, read this: <a href="http://www.unknownworlds.com/ns2/wiki/index.php/Dedicated_Server#Installing_SteamCmd" target="_blank">http://www.unknownworlds.com/ns2/wiki/inde...alling_SteamCmd</a>

If you are placing these login credentials in a plain text file such as your script to run the game server, it may be safer to create another account which does not have any credit card linked to it or any paid games and use 4940 as the app id instead.

Also, that is not the issue that the OP is facing.
