it would not be smart to do so.if you want to play it now, but i told you it is on sale tmr, you would not buy it. but if you did not know anything, there would be no diffrence for you to buy it now or tmr, except the time when it is available to you.

Yeh, but since it is a matter of a few days it may not make a big commercial difference overall. Presume UWE can not disclose any info as prolly under some kind of binding NDA with steam in this regards anyways... but I thought there was no harm in asking! :p
You typically put a game on sale when the prospective sales figures are substantially higher than the current ones. It doesn't make much sense to be selling at a steady rate and then suddenly half the price of purchase. First of all, it isn't necessary, secondly you have a bunch of pissed off people who bought the game 2 minutes before it went on sale. If you cut the price when sales are relatively low, you reduce the number of affected purchasers, which is always nice.
They should have sold it for 50€ and offer it for current price on a somewhat regular basis :P So there are less people ######ing, seriously, 22.90 € is a fair deal.
If it does not go on Sale it would be a pitty because I have stubborn friends who would look into NS2 but ONLY if they get it on a sale (and I hate that because I cant show, reference and tell them more then I already did:()
I want to buy the 4pack, however I can't because I already own the game. I also can't buy it as a gift (presumably because there are 4 keys). Does anyone know a fix for this?

AFAIK there isn't any way to buy a steam 4 pack if you already own the game.

I still think though that there is massive pent up demand for this game and once performance is up to scratch it will boom.
