So, after hearing about this allot, I finally got it today. I tried tons of things to fix it, nothing worked.
Then I tried logging onto my wives steam account and boom, I was loading up and ready to go without problem.
So then I logged out of her account, and back into mine, bam loaded into the game with no problems.
This was a steam account issue for me. Might work for some of yall if ya have a 2nd account. It might also work by just logging out and logging back in.
