Cannot launch game normally

When i try to launch with steam, it will never work. Doesn't even go to black screen, steam says i'm playing ns2 for a few seconds then it goes back to saying i'm not in a game.
Launching with the ns2.exe file does not always work, i have to keep double clicking over and over then eventually it launches.
Launching through the launchpad will work everytime.
Anyone have a clue to whats going on?
