Game doesn't shut down Steam's GameOverlayUI.exe properly

Every time after playing NS2, I still have GameOverlayUI.exe processes running in the background, which are used to display Steam's ingame overlay. Usually they are terminated properly with every other game, but not with NS2.
This is a problem because Steam won't let me shut it down while those processes are still running. It will show me a warning upon trying to exit it and then attempt to restart itself.
