Allow the use of quickchat commands in the lobby

Why have all those nice taunts and chuckle sounds for aliens if marines won't hear them anyway most of the time? (I spent about five minutes in a game today with another Gorge buddy to taunt each other while building ourselves a home at a Hive next to a marine base. Unfortunately the marines could never witness it.)
After a match when the teams return to the lobby, THEN is it the perfect time to taunt the hell out of each other! If you are concerned about having it as annoying spam, put a cooldown on it. But allow us that kind of social interaction instead of having just a bunny hopping Onos after the match. :)
Might even make it so that only the winning team may taunt, to give them a little bonus for their victory.
