Low, choppy FPS....

I'm having issues maintaining a steady FPS, on average I get roughly 50-60 FPS. Using the lowest settings. I often get frame drops on I look around in a new part of the map, or when I just spawn. I generally don't even see a massive drop on all max settings in 1080... I stay around 30-40. Any suggestions?

Specs:
AMD Phenom II X4 955 Black Edition @ 3.2 GHZ
8GB DDR2 RAM
Radeon 5770

I also realize I don't have the best computer out there but yeah.....

    Actually, I'm only getting 30-35FPS. I'm also now OC'd to 4GHz, no help.

    type r_stats into console, and tell us what number it stays "Waiting for GPU"

    Got the same issue from time to time. ( solid 40-50fps then drops to 2/3 fps for 0.5sec and ping raises to huge values)
    NS_Veil is the worst to be honest.

    Trying to get in a hive or phasing when maps is loaded with stuff is a real gamble : sometimes 1 sec freeze is to be expected
