Marine Resourse Bug Is Back?

<div class="IPBDescription">but now it's a cheat?</div> recently on an ozforces server i entered a game with marines turret crawling aliens. except they were doing it with only one resourse point :/
then the admin appeared through the server console, told off a clan for using a cheat and then banned the entire clan.
then today again, i saw a marine commander held in his base for the start of the game, with no resourse points, burst out with a fully equiped crew of soldiers with hmg's harmor and jetpacks. he also built a massive turret farm next to subspace. it shouldn't have been possible for the commander to afford all this stuf with the money he was spending on bases that we had destroyed
does anyone know what's going on there? dev's have you heard about a cheat of any kind? don't post how it happens, but please confirm if it exists
