I know this is doubtful due to ns2 being in steams beta programme but no harm in asking... If i buy a NS2 key and activate it on a steam account that already has NS2 does it become a giftable copy?
While I don't have a definitive answer to this question, I would like to point out the giftability of the activation key while we wait for someone who does.

I believe if you activate the NS2 beta on steam (via the activate a non-steam game), it becomes locked to that account and not transferrable. Since NS2 is still in beta, I don't believe Valve treats it the same as a released game, with all the giftability/other cool steam features. If you want to gift the current NS2 beta, I believe you just have to give the activation code directly to the person for them to activate it manually.
I would not risk it but I doubt it will accept the game but be installed twice on your account (f.e. you can not gift CS to one who already has CS) . So just an error and I am 100% sure it won't be a tradable item, but I wouldn't risk it. Just send the key per chat/mail to your buddy.
