While this is probably true, what he's suggesting could have a purpose. I expect we'll see forums like this when the appropriate time approaches.
What you're asking in your post is to see development status "early" or to have a better idea of what's being done at what point, on a page, taking extra time to make for the development team.
Something like this exists already, it's called the #fb/twitter/development blogs.

One would like to think that could be useful to the devs to somehow pick out a smaller sample of the fanbase to open their kimono a bit wider to and get good feedback from. A group (apparently small) which is trust worthy and able to handle seeing work in progress with an open mind an actually give usefull feedback and bounce of crazy ideas with. Maybe this is the reasoning for the request.
Would be cool as fan to be in that group, however it would not be that useful to the devs. But these people would need to be handpicked since the SE Pre-order is not a good enough filter for this. I've seen way too many times the words "I've preorder the SE edition of the game and/but..." followed by some pretty nonsensical stuff.
Anyway UWE if you read this... please pick me! ;)
Also I think they are being quite trusting of the fans who simply visit this site. I really don't see how they could be any more open with any fan.
